[Bug] Hourly rate limit consumed without user request or API call

Bug Description
24% of my hourly limit usage was consumed without submitting any request. I didn't submit any request, but the terminal showed a recap message and used 24% of my hourly usage without any prompt from my side!! So basically it's like taking money from me without using the service!
And during the past 2 days, the hourly usage limit has been significantly worsened and unfair. I hit the hourly limit by submitting 2 simple tasks using Sonnet, or one small task using Opus. So I could use Claude code for 10 minutes and have to wait for 50 minutes.
