[BUG] .skill writes from channels still does not work with DSP

What's Wrong?

exact same issue as https://github.com/anthropics/claude-code/issues/35646 which was closed, bug exists and needs to be fixed.

What Should Happen?

DSP enabled in -p sessions should hold and allow actually skip permissions
