Persistent Whitespace and Newline Issues in Generated Python Code

Question

**Bug Description**
CC is unable to consistently generate Python code without trailing whitespace on every blank line when surrounding lines are indented. The IDE does not automatically fix this like it does with user-written code, requiring a reformat of every file that is generated. Also, CC seems unable to properly put a newline at the end of every Python file. These problems persist or return sporadically despite repeated instruction not to do it in CLAUDE.md files.
