[Bug] Claude Opus 4.7 generates excessive verbosity and fails to resolve issues in iterative cycles

Bug Description
Had to actually switch back to opus-4-6, opus 4.7 is just generating too much slop. Seems super verbose, 10 review/fix cycles still lead to many critical/major findings, neverending. Never experienced that with 4.6.
