[BUG] Disabled plugin reported as activation error after /reload-plugins - /feedback not working right now

What's Wrong?

Hello!

/reload-plugins shows innacurate errors.

/feedback throws HTTP 403. Claude status page shows no malfunction.

What Should Happen?

No error should be shown by all used slash commands.

Error Messages/Logs

/reload-plugins shows: `Reloaded: 0 plugins · 0 skills · 5 agents · 0 hooks · 0 plugin MCP servers · 0 plugin LSP servers / 2 errors during load`.

/doctor shows: `Plugin (security-pro @ security-pro@claude-code-templates): Path not found ...` and `Plugin (security-pro @ security-pro@claude-code-templates): Path not found ...`. Both plugins are disabled in my global config but were enabled in the past.

/feedback shows: `Couldn't send feedback (server returned 403). If it keeps failing, you can file at https://github.com/anthropics/claude-code/issues instead.`

Steps to Reproduce

1. Use an old version of Claude.
2. Enable some plugins in global config.
3. Days later update Claude.
4. Disable the plugins in global config.
5. Days later update Claude.
6. Start a fresh Claude CLI session.
7. /reload-plugins
8. /doctor
9. /feedback
