[Bug] Multi-image drag-and-drop attachment and attachments panel UX regression

Bug Description
Subject: Regression — Loss of attachments panel UX (multi-image workflow broken)

Hey team,

Wanted to flag a UX regression that started around v2.1.83, when the
attachments panel was replaced with inline [Image #N] chips.

Two problems came bundled together:

  1. BUG — Multi-image drag-and-drop broken

Dropping 2+ images at once only attaches the first one. Already
tracked in #39416.

  1. UX REGRESSION — Loss of attachments panel

Even if #39416 gets fixed, the new inline-chips design removes
capabilities the old panel had. Concrete use cases I lost:

  • Staging multiple images BEFORE sending (I used to drop 10 screenshots,

review them, then submit)

  • Selective removal — if image #2 and #5 were wrong, I could delete

just those. Now I have to cancel the whole message and re-drop
the correct 8.

  • Visual confirmation of what's queued — the chips in-chat don't

show previews, just labels.

The old panel was genuinely better for image-heavy workflows (design
reviews, bug reports with multiple screenshots, visual QA). The inline
chips look cleaner but lose real functionality.

Request: please consider restoring the attachments panel, OR add
selective-delete + preview to the inline chips before closing #39416.
Otherwise fixing the multi-drag bug only gets us halfway back to parity.
