[BUG] Fast mode toggle is stuck ON in the Windows settings interface

What's Wrong?

Bug Description
In the Anthropic Console (console.anthropic.com → Claude Code → Settings), the Fast Mode toggle is stuck in the ON position and cannot be disabled via the UI.

Actual Behavior
The toggle is locked in the ON position and does not respond to clicks. Fast Mode remains active and continues to bill against Extra Usage with no way to disable it through the UI.

What Should Happen?

The toggle should respond to user input and disable Fast Mode.

Steps to Reproduce

1. Log in to console.anthropic.com
2. Navigate to Claude Code → Settings
3. Locate the Fast Mode toggle
4. Attempt to toggle Fast Mode OFF
