[BUG] Claude Code web gets stuck at "working" for 10 minutes, hits usage limit, provides 0 output

What's Wrong?

I noticed this on multiple different sessions:

• compacted sessions with <20k tokens
• brand new sessions after initial instructions were done and task complete by the model and follow-up comment was added <70k tokens

In both cases I made the follow-up near instantly so there was no time for cache to expire and the size of the context was not too big

What Should Happen?

Claude should provide useful output and UI should indicate that Claude is doing something and what exactly
