[BUG] Windows WSL /effort change in one tab changes effort in all other open tabs

What's Wrong?

With new update 2.1.112, on WSL before you could run opus with different /effort levels depending on need. Since update, changing /effort in any tab on Opus cascades and changes the effort on all other open tabs processing.

What Should Happen?

/effort should stay the same in its own tab in WSL. EG: you have an agent running with /effort medium in tab 1, switch to tab 2 and /effort xhigh, the /effort in tab1 should not switch to xhigh and vice versa.

Steps to Reproduce

1. Open WSL and launch CC, set /effort to medium
2. Open another tab in WSL, launch CC, set /effort to xhigh or something else.
3. Go back to first tab and /effort to see the effort itself was switched to xhigh.
4. Reset /effort back to medium, go to 2nd (or 3/4/5 etc) tab and /effort to see /effort on medium.
