[Feature Request] Restrict shell commands (sed/awk/curl) for file editing and web search, enforce builtin tools

Bug Description
strengthen the rules to prevent claude from using sed or awk to edit files. It should always use the builtin edit tools to modify files so I can see the diffs and have it pay attention to the permission rules.

Same goes for curl to search web pages. It should always use the claude web tools so it pays attention to the permissions.
