[BUG] No agents or commands available in 1.0.65

Bug Description

I started a new claude code window in the same directory as I have another running. The new window is 1.0.65, the old is 1.0.64. The new version can not see any of our agents or commands with the respective slash commands. Running a query and telling it to use agents returns a message that only the general purpose agent is available.
