Allow configuring sidebar panel position (top/bottom/left/right) for Plans and Tasks tabs

Problem

The Plans and Tasks sidebar panels in Claude Desktop have a fixed default position. When working with agent teams, these panels are frequently referenced, but the current fixed layout may not suit every user's workflow or monitor setup.

Proposed Solution

Add a setting to configure the default position of sidebar panels (Plans, Tasks, etc.):

• Top / Bottom / Left / Right
• Per-panel configuration (e.g., Plans on the right, Tasks on the bottom)
• Accessible via Settings UI or settings.json

Use Case

• Users with wide monitors may prefer side panels on the left/right
• Users with ultra-wide or stacked monitors may prefer top/bottom
• When managing multiple agent tasks, having the Tasks panel in a preferred position improves workflow efficiency
