[Bug] Claude Code hangs during file review consuming API quota without output

Bug Description
I requested it to review two of my files. It tool like 20 minutes, nothing happened, but kept eating quota. Consumed 50% (I'm at the beginning of 5hr window) without printing a single char. All while, if I simply take these two files to ANY ai agent I get output immediately. I had a clean new session, no context was present in the conversation.

Separate observation about abnormal Extra usage, not related to this report. I reported on X (tagged antropic and bcherny) where I noticed that a query was taking abnormal amount of tokens. I tried to run it a few times and it appeared that the same query that consumed 50% of 5hr windows (of $20/month plan) consumes $5-$6 in extra usage. It absolutely make NO SENSE!
