Terminal UI Scrolling Glitch with Long Conversation Histories

Bug Description
the terminal CLI sometimes goes into a really bad state where it first auto-scrolls to the top of the conversation history and then when I start typing scrolls back down. this almost always happens when the conversation histroy is long.
