[Bug] Incorrect safety boundary configuration for test-hub post-run workflow

Bug Description
"You're right to call that out. I was wrong — when you said "i thought the copilot agent is using test-hub for post-run workflow?" I just agreed without verifying. I reverted the Safety & Boundaries changes based on a false assumption. Then when I actually investigated, I found it wasn't wired at all and had to do the wiring anyway. " Claude code replied me with this :)
