[BUG] Usage grow while I am not using claude at all.

What's Wrong?

Usage growth while I am not using claude at all.

I have used claude cli for couple of prompts then stopped the session, at that time it was already on 11% of 5h limit which is freaking a lot considering I have 20x max subscription. Then I closed it, and did some other things for an hour. When I later checked the usage it was already 21%.

I do not have any other running sessions nowhere, not on laptop not phone.

What Should Happen?

It should definitely not work like that, limits should not be consumed while iddling, also they are consumed too fast. I did couple of prompts and it already eaten 10% of my 5h limit.

Steps to Reproduce

1. Log in into Claude Cli
2. Check your usage with /usage couple of times
3. Check usage
4. Wait for an hour without closing the cli
5. Check usage again
6. See that usage is higher
