[BUG] API Error: Rate limit reached on Pro plan with no recent usage

What's Wrong?

Every request returns "API Error: Rate limit reached" on a Pro subscription. Last active use was 2 days ago. No automated workflows running. Rate limit error persists after claude logout / claude login. Claude status shows only 3% use

What Should Happen?

Expected: Request succeeds within Pro plan limits
Actual: Rate limit error on every request despite 2 days of inactivity

Open terminal
Run claude
Type any message
Immediately receive "API Error: Rate limit reached"
