[Bug] UI layout jitter on Chat/Claude Code tab switch

Bug Description
Title: UI jitter / layout shift when switching between Chat and Claude Code tabs (Desktop App)

Environment

• App: Claude Desktop App (macOS)
• Surface: Chat Tab ↔ Claude Code Tab
• Reproducible: Yes, consistently on tab switch

Description
When switching between the Chat tab and the Claude Code tab in the Claude Desktop App,
the UI briefly jitters or shifts back and forth before settling. The effect resembles
a layout reflow or competing resize animations triggering simultaneously.

Steps to Reproduce

1. Open Claude Desktop App
2. Start or resume an active session in Claude Code tab
3. Switch to Chat tab
4. Switch back to Claude Code tab (or vice versa)

→ UI jitters/shifts visibly for ~0.5–1 second before stabilizing

Expected Behavior
Instant, stable tab switch with no layout shift or animation glitch.

Actual Behavior
Visible jitter / back-and-forth layout shift on every tab switch.

Additional Notes

• Cannot easily capture with screenshot due to the transient nature of the glitch
• The issue also appears to occasionally interrupt the active Chat response stream

(chat process seems to pause or reset on tab switch)

• Observed consistently, not intermittent
