[Bug] API response quality degradation and rate limiting issues

Bug Description
the usage limit is at least 5x faster than it was few days ago. and the results are not great, even Gemini CLI on free tier is getting better results. I have disabled a lot of mcps and trying to use the best practices anthropic recommend, but it isn't making so much difference.
