[BUG] Gmail MCP integration (gmail.mcp.claude.com) not loading in Claude Code CLI despite being connected on claude.ai

Preflight Checklist

  • [x] I have searched existing issues and this hasn't been reported yet
  • [x] This is a single bug report (please file separate reports for different bugs)
  • [x] I am using the latest version of Claude Code

What's Wrong?

Body:
## Summary
Gmail MCP integration is connected on claude.ai but does not load in Claude Code CLI sessions.
Google Calendar MCP (gcal.mcp.claude.com) — connected identically — works fine in the same session.

## Environment

  • Claude Code CLI (terminal)
  • macOS
  • MCP integrations connected via claude.ai account (not local ~/.claude/settings.json)

## Steps to Reproduce

  1. Connect both Gmail and Google Calendar integrations on claude.ai
  2. Open Claude Code in terminal
  3. Google Calendar tools are available (mcp__claude_ai_Google_Calendar__gcal_*)
  4. Gmail tools are not available — ToolSearch returns no Gmail-related tools

## Expected Behavior
Gmail MCP tools should load in Claude Code CLI sessions the same way Google Calendar tools do,
since both integrations are connected via the same claude.ai account.

## Actual Behavior
Gmail MCP tools are absent from the session. mcpServers in ~/.claude/settings.json is empty {},
confirming the integrations are being injected via the cloud account — but only Calendar comes through, not Gmail.

## Workaround
None found. Manually adding via settings.json is not viable as the hosted MCP server config is not publicly
documented.
