[BUG] Non-scrollable UI in plan mode

What's Wrong?
In plan mode (using the vscode extension), you can highlight parts of the plan and add comments. When you add a significant amount of comments to a plan, at some point these will no longer fit on your screen. The button to send all the feedback comments to claude is at the bottom, but you cannot click on it because you can't scroll down. Closing the panel and telling claude to fix the plan based on your feedback also doesn't work, because after you click the close/cancel button of the plan panel, the comments won't get loaded into context.
What Should Happen?
The UI panel where claude presents its plan should be scrollable so you can actually click on the button to send claude your feedback.

Steps to Reproduce
- Enter plan mode
- Add multiple feedback comments to the plan (around 10+ depending on your screen height)
- Try to send all this feedback to claude (you can't)
