[BUG] Incorrectly calculated usage limits

Bug Description
Many users are reporting that token costs are increasing much faster than before. With only about 1/5 of my heavy usage from two weeks ago, I'm seeing my weekly limit reach around 20-30%, and while I didn't even hit the 5-hour limit before, now I'm hitting it after just a few prompts. Claude is also sometimes generating irrelevant output in Chinese. Is everything alright? When will we return to a stable usage level like before?
