[Bug] Unexpected high token usage spike on session resume with minimal prompt input

Bug Description
Without any prior use, as soon as I resume my Claude Code session from yesterday, my usage limit jumps from 0% to 17% immediately. There is most likely a bug related to this, because I literally only asked Opus 4.6 one thing before seeing that 17%. Also I'm on a 20x Max plan.
