Bug Report: Marketplace Sync Plugins Disappear on Restart

Description

Plugins installed via GitHub marketplace sync sometimes disappear after restarting Cowork. The plugin shows up correctly after initial sync but is gone after app restart. Re-syncing restores it temporarily.

Reproduction Steps

1. Install a plugin via GitHub marketplace sync
2. Verify plugin appears in Customize panel and chat
3. Quit and restart Cowork
4. Observe: plugin may no longer appear

Expected Behavior

Plugins installed via marketplace sync should persist across restarts.

Notes

• Not 100% reproducible — happens intermittently
• Root cause unclear: may be cache expiry (time-based or version-based)
• Manual plugin directory placement (~/.claude/plugins/local/) may be more reliable
