[Bug] Max plan rate limiting: 5-hour usage limit exhausted after 3-5 requests

I'm on the Max plan (€100/month) and consistently hitting the 5-hour usage limit after just 3–5 requests. This is a severe regression
compared to what I experienced previously.

Expected behavior

On the Max plan, which costs 5× more than Pro, I expect significantly more capacity. Previously, I could make ~50 requests of similar
volume within a single 5-hour window without exhausting the limit — even on the Pro plan (€20/month).

Actual behavior

• The 5-hour limit is reached after only 3–5 requests
• Requests are not unusually large — they are comparable in scope to what I was sending before
• The effective capacity feels worse than what Pro offered at €20/month
• This makes the Max plan essentially unusable for any sustained work session

Impact

• Cannot complete even basic development sessions without being rate-limited
• Paying 5× more for what feels like less capacity
• Forced to wait hours between small batches of work

• Model: Claude Opus 4.6

Request

Please investigate whether:

1. There is a billing/tier misconfiguration affecting my account
2. Rate limits have been silently reduced for Max plan users
3. Token counting has changed in a way that inflates usage
4. Opus 4.6 context/output tokens are being counted differently than before

This level of capacity makes the Max plan not viable for professional use. I would appreciate transparency on what changed and a
resolution.
