[BUG] Output blocked by context filtering policy when generating BSL license text

Description

When asking Claude Code to generate a Business Source License (BSL 1.1) file for my project, the output is blocked by a context filtering policy. The task is entirely legitimate — I'm creating a license file for my own software project.

Steps to Reproduce

  1. Ask Claude Code to draft a BSL 1.1 license file with custom parameters (licensor name, change date, change license, additional use grant)
  2. Claude Code begins working but the output gets blocked

Expected Behavior

Claude Code should be able to generate standard software license text. BSL 1.1 is a well-known, widely-used license (MariaDB, CockroachDB, Sentry, Couchbase) and generating/customizing it is a normal software engineering task.

Actual Behavior

Output is blocked by context filtering policy.

Environment

  • Claude Code CLI
  • Model: Claude Opus 4.6 (1M context)
  • Platform: macOS (Darwin 25.4.0)
