[BUG] companyAnnoucements override

What's Wrong?

We have the enterprise managed-settings.json file, which typically displays messages from the company, _companyAnnouncements_.
Message from <COMPANY>: <company message>

The thing is, project settings can display their messages as if they were from the company.

Display fom where the message comes from

being part of an organization that displays messages once you start claude
create a project's settings file with companyAnnouncements message
start claude in that project
