[BUG] "Checking if UI preview is needed" runs all the time in CLI, when it should only run in GUI

What's Wrong?

"Checking if UI preview is needed" seems to run on almost every command in the CLI, when it has no ability to generate previews. Only the GUI can. Please stop this as it's chewing up thousands of tokens unnecessarily.

What Should Happen?

Do not check for UI preview in CLI.
