[BUG] auto scroll even the cursor is at some above position

What's Wrong?

When I scroll in the claude code as claude is doing some work, as soon it outputs anything now you cannot go above to read something as the cursor continuously go end of the terminal

What Should Happen?

When we try to read something from upper outputs where we have to scroll above, there should not be automated scroll below.

Ask claude to perform some task and as we have output try to read above output by scrolling above.
