Telegram channel shows 'Channels are not currently available' despite valid configuration

Description

Telegram channel plugin shows "Channels are not currently available" on session start, despite having a valid configuration in place.

Setup

• Claude Code version: 2.1.81
• OS: macOS (Darwin 25.3.0)
• Bot token: Configured in ~/.claude/channels/telegram/.env
• Access policy: allowlist with an approved sender in access.json

Expected behavior

Telegram channel should be active and the bot should receive and process messages.

Actual behavior

• System outputs: --channels ignored (plugin:telegram@claude-plugins-official) Channels are not currently available
• Bot does not receive or process messages
• No pending pairings are generated when DMing the bot

Question

Is this feature still being rolled out? Is there a way to enable it on my account?
