/model command: effort level change requires 3 attempts before taking effect

When using the /model slash command to adjust the reasoning effort level, the change doesn't take effect on the first two attempts. It only applies on the third try.

Steps to reproduce

1. Open Claude Code
2. Run /model
3. Change the effort level
4. Observe that the effort level doesn't change
5. Repeat — still doesn't change
6. On the third attempt, the change finally takes effect

Expected behavior

Effort level should update on the first attempt.

• OS: macOS (Darwin 25.3.0)
• Claude Code model: Opus 4.6
