[BUG] Claude Cowork Upload plugin is hidden

What's Wrong?

On Windows there is no way to Upload a Plugin unless you already have one plugin installed. This is not the case on MacOS version.

In this screenshot we can see that there is not an option to Upload a Plugin.

After I install a random plugin, now I can upload a plugin.

Also we need a way to report Claude Desktop bugs. Currently important bugs are being marked as invalid an stay broken for many many days. Example: https://github.com/anthropics/claude-code/issues/34229

What Should Happen?

We should be able to upload a plugin before installing any other plugin.

Claude Desktop on Windows. Most up to date version. Delete all plugins. Now you can't upload a plugin.
