[Bug] --channels flag ignored despite channelsEnabled: true in remote settings

--channels flag ignored with "Channels are not currently available" on Team Premium plan.
Org: Modoc AI Korea Inc.

• channelsEnabled: true confirmed in remote-settings.json
• Remote control: enabled in org admin settings
• Channels: enabled in org admin settings
• Claude Code v2.1.81 (fresh install)
• Windows 11, Bun 1.3.11
• Telegram plugin installed
• Same org/account works with channels on a different computer
