[BUG] API Rate limit stuck on claude code

What's Wrong?

Using team premium account
Stuck for 1+ hour on API Rate limit reached
0% session usage, 46% weekly usage
Logout/login cycle didn't resolve it
Using another account, completely separate from my org also gets this error
Location: Africa/Johannesburg timezone

What Should Happen?

CC works without hard blocking rate limit
