/btw does not start a side conversation while agent is running

Description

When using /btw in Claude Code to start a side conversation while an agent is actively running, nothing happens. The side conversation does not start.

Expected behavior

/btw should open a side conversation even while an agent is churning/executing.

Actual behavior

/btw has no effect when typed while an agent is running.
