Bug Description

Getting "overloaded" errors in Claude Code (Anthropic's official CLI) despite having an active Claude Pro subscription. Pro subscribers should have priority access and not experience service overload issues.

Steps to Reproduce

  1. Have an active Claude Pro subscription on Anthropic
  2. Use Claude Code CLI for normal development tasks
  3. Receive "overloaded" error messages preventing usage

Expected Behavior

As a Claude Pro subscriber using Claude Code (Anthropic's official CLI), I should have priority access without experiencing overload errors. The service should be available and responsive for Pro users.

Actual Behavior

Receiving "overloaded" error messages in Claude Code that prevent me from using the CLI, despite paying for Claude Pro subscription which should provide priority access to all Anthropic services including Claude Code.

Additional Context

This defeats the purpose of having a paid Claude Pro subscription if Claude Code is unavailable due to overload. Pro subscribers should not experience the same capacity limitations as free users when using any Anthropic
service.
