Anthropic API Usage Policy Violation Blocking Research Request

Bug Description
I am trying to use claude code for research. I am a medical student at UA CoM - Phoenix and I am trying to use this to help with molecular dynamics and protein engineering research. I keep getting the error: API Error: Claude Code is unable to respond to this request, which appears to violate our Usage Policy (https://www.anthropic.com/legal/aup).
