[FEATURE] Hide built-in System Tools behind the same ToolSearch as MCP Tools

Problem Statement

Right now, Claude Code CLI supports 'hiding' MCP tools behind "ToolSearch", to save context/tokens and limit model confusion over unneeded tools.

This should be extended to cover the system built-in tools as well, which take up 20-30k context by themselves.
