[BUG] Require consent when switching to extra usage

What's Wrong?

The unexpected behavior is that it is not clear in the interface when the switch to extra usage happens the moment it happens and whether it's desired to rapidly consume all my credit to complete the task.

What Should Happen?

As a user, I should be dignified by consenting to both the switch to extra usage and _potentially_ the rate of consumption given the nature of the task irrespective of whatever periodic budget limit is set in billing settings. e.g. slow-and-steady vs. get-em-Jeff-get-em! (perhaps that a separate feature request)

Error Messages/Logs

Just a rate limit error that I cannot retrieve due to a separate /compact bug.

Steps to Reproduce

  1. Max out usage quota
  2. Max out extra usage quota
  3. Notice it wasn’t obvious
