Voice command: toggle on/off instead of push-to-speak

Current behavior:
Voice input currently uses a push-to-speak model — you have to hold a key to speak.

Requested behavior:
Add a toggle mode for voice input where you press once to start listening and press again to stop, rather than having to hold the key down the entire time.

Why:
Push-to-speak can be uncomfortable for longer dictations. A toggle mode would be more ergonomic and allow for more natural, hands-free voice input.
