Steps to Reproduce

1. Open Claude Desktop app on macOS
2. Click "New Session" in the Code tab
3. Session fails immediately with "Failed to load session"
4. Checked logs: download stalls at exactly 62.4% (1298.0/2078.6 MB) every time

Environment:

• Tried: clearing vm_bundles cache, reinstalling, resetting tccutil permissions
