/skills should show also list skills downloaded from plugins

Problem Statement

When typing the /skills command in claude code you are shown a list of custom skills. Skills included with plugins aren't listed.

Proposed Solution

I would like to run the /skills command and see all skills available in the session, regardless of if they are custom skills or skills that came from installing plugins.
