[Feature Request] Improve discoverability of system tools in agent prompts

Question

**Bug Description**
System tools like "Task Stop" and "Start Plan Mode" are not discoverable by agent without explicitly telling what to call. This is poor UX in the name of saving couple of hundreds tokens.
