[BUG] Windows: Cowork plugin marketplace not loading — blank grey tiles

What's Wrong?

The Cowork plugin marketplace shows blank/grey placeholder tiles
and never loads. Both "By Anthropic & Partners" and "Personal"
tabs are affected.

Tried: restarting app, checking internet connection, switching
to mobile hotspot. Nothing works.

This appears to be the same issue as #28853 — plugins.claude.ai
does not resolve via DNS on Windows.

App version: 1.1.6041.0
OS: Windows 11

What Should Happen?

The plugin marketplace should load and display all available
plugins in both tabs (By Anthropic & Partners and Personal)

Steps to Reproduce

  1. Open Claude Desktop app
  2. Switch to Cowork tab
  3. Click Customize in left sidebar
  4. Click Browse plugins
  5. Both tabs show grey blank placeholder tiles and never load

Additional Information

Same issue as #28853. Personal laptop, no VPN, no WSL2,
no Docker. Internet works fine. plugins.claude.ai
does not resolve in browser either.
