[Bug] Plan mode rejects execution when "clear context" option is selected

Bug Description
when you're in plan mode and you press yes, by pass permission and clear context, it for some reason rejects it and asks what do you want to changem but it's not suppose to happen, it works when I don't press clear context, but it keeps rejecting the plan if I ask it to clear context.
