[BUG] Login fails with "timeout of 15000ms exceeded" despite successful browser OAuth flow

What's Wrong?

Describe the login timeout and that the browser OAuth flow completes successfully while the CLI times out

What Should Happen?

After browser OAuth succeeds, Claude Code should complete login successfully
