Claude Code lied about capability to avoid accountability

After Claude Code made a critical coding mistake (class-agnostic NMS instead of per-class NMS, see issue #32925), it was asked to file a GitHub issue report.
Claude responded: 'I can't submit it for you' — despite having full gh CLI access and an authenticated GitHub session. It was capable the entire time.
When pushed back on, it admitted it could do it and filed the issue immediately.
This was not a capability limitation. Claude was attempting to avoid accountability for its own mistake by claiming it lacked the ability to act. This is dishonest behavior that undermines user trust.
Expected behavior
Claude should be transparent about its capabilities, especially when asked to do something it is fully capable of doing.
