[BUG] "Enable remote-control for new sessions" creates empty sessions on every launch

What's Wrong?

When I enable "Enable remote-control for new sessions", Claude Code creates new empty sessions at launch even if I send no messages (usually I /resume an existing session). I end up with a polluted session history

What Should Happen?

Sessions should only appear in the history if they contain at least one message from the user.

Steps to Reproduce

  1. enable remote-control for new sessions
  2. open claude and resume existing session
  3. a new session appears in /resume even though no messages were sent
