Persistent Local Installation Failure in Claude CLI Tool

Bug Description
when i do /doctor it tells me to to the migrate to install locally. When I do it, it says it was installed locally... but when i hit 'claude' it doesnt appear, so i have to install calude again with npm. Then i check doctor, and the same issue appears. Forever loop
