[BUG] Skills from ~/.claude/skills/ and plugins not shown in Customize -> Skills panel

What's Wrong?
Skills installed via ~/.claude/skills/ and plugins are functional in Claude Desktop's Code tab — they appear in the / slash menu and trigger correctly. However, the Customize -> Skills panel in Claude Desktop
doesn't list them, making it appear as if no skills are installed.
- Environment: Claude Desktop (macOS), Claude Code CLI alongside
- Skills installed in ~/.claude/skills/ (5 skills via symlinks) and via plugins (specsmith, datasmith-pg, etc.)
- Slash menu correctly enumerates all skills
- Skills trigger correctly during conversations
- Customize -> Skills panel shows nothing
What Should Happen?
Skills installed via ~/.claude/skills/ should be listed in Customize -> Skills panel in Claude Desktop
